TAMPA, FL, UNITED STATES, August 14, 2026 /EINPresswire.com/ -- Retired Navy Capt. and Commodore Rocky Rochford, Republican candidate for Florida’s 14th Congressional District, released the full details of his SENIORS’ Bill of Rights, a suite of 10 federal bills designed to protect Medicare, Social Security, and the dignity of elderly Americans.

“Social Security is an insurance policy. American workers paid premiums into that system their entire careers with a promise that the coverage would be there when they needed it,” Rochford said. “Medicare is health coverage you use when you need it. Workers held up their end of the deal.

The SENIORS’ Bill of Rights is anchored in Leviticus 19:32: “Stand up in the presence of the aged, show respect for the elderly and revere your God.” Rochford said the Scripture informed the legislative framework from the beginning.

“I didn’t draft these bills because a pollster told me seniors vote. I drafted them because I watched my own mother navigate the system, and I watched what this country puts its elderly through. It’s not acceptable. These 10 bills are my answer.”

The 10 bills in the SENIORS’ Bill of Rights:

The PROMISE Act rescues Social Security from insolvency through structural reform that fully protects low-income and middle-class beneficiaries while asking the wealthiest retirees to accept targeted adjustments.

The RESTORE Act closes the gap in Medicare coverage that has existed since the program was created in 1965, adding dental, vision, and hearing benefits through competitive pricing rather than government expansion.

The BRIDGE Act addresses the long-term care bankruptcy trap that forces families to spend down their life savings before qualifying for assistance.

The GUARD Act strengthens protections against financial scams targeting elderly Americans, an industry that costs seniors billions annually.

The HONOR Act expands federal protections against elder abuse, neglect, and exploitation.

The LIBERTY Act reforms the guardianship system to protect individuals from losing their legal rights to a system that is supposed to protect them.

The CONNECT Act addresses meal access and social isolation among seniors living alone, two factors directly linked to declining health outcomes.

The MERIT Act strengthens protections against age discrimination in employment.

The HEARTH Act addresses senior homelessness, the fastest-growing segment of the homeless population in the United States.

The VALOR Act provides support for family caregivers who sacrifice their careers, their savings, and their own health to care for aging loved ones.

Two of the ten bills are entirely self-financing. The remaining bills will include identified offsets to cover any associated costs. But the larger answer is that protecting seniors and fixing the national debt are not competing priorities. They're the same mission."

Rochford said his SENIORS’ Bill of Rights is part of a broader legislative platform of over 40 bills drafted before taking office.

Rochford also completed the Congressional Operations Seminar at Georgetown University’s Government Affairs Institute and earned a master’s degree from the Naval War College, where he was named an Arleigh Burke Fellow.
